Statement on the Provisional Constitutional Declaration and Its Impact on Syria’s Future
In light of the critical circumstances Syria is going through and the pursuit of building a democratic state that represents all its citizens without exclusion or marginalization, we closely follow with deep concern the attempts to impose a provisional constitutional declaration that does not reflect the will of the Syrian people in all their diversity.
Any constitutional declaration must be a step toward entrenching the values of freedom, justice, and equal citizenship, rather than a means of imposing dominance or consolidating the power of one group at the expense of the rest of society. The imposition of a constitutional declaration without genuine national consensus poses a threat to Syria’s future and constitutes a violation of the democratic principles that the Syrian people aspire to after years of suffering and conflict.
We emphasize the necessity of ensuring that any constitutional framework is based on an inclusive dialogue that guarantees the participation of all Syrians without exception. Such a framework must uphold political and ethnic pluralism, the separation of powers, respect for human rights, and the peaceful transfer of power. The future of Syria cannot be built on unilateral decision-making and monopolization of authority but rather on genuine national partnership that achieves stability, development, and justice for all.
Therefore, we call on all national forces, the international community, and organizations concerned with Syrian affairs to reject any attempt to impose a constitutional declaration that excludes any party. We urge them to support a transparent political process that ensures the establishment of a free, democratic, and decentralized Syria that embraces all its people without discrimination or exclusion.
